Withdraws the practice's application for its own number while it is sent, in review, or approved with no number bought yet. The provider's review may still finish; an approval can then be reused. Returns the practice's messaging, with no application. 409 when there is no application to withdraw (none, or decided).
Requires: Admin on Messaging.
