Sends a failed message again: an outbound message that is Failed or Undelivered goes to its conversation's number on the same channel with its stored content (the text as it was sent, or the WhatsApp template with its stored variables), as a new message from the current user, returned as 201. The failed message is unchanged. 409 for any other message (inbound, or not failed), when messaging is off or not set up, or for the service's refusals (opted out; WhatsApp free text outside the 24-hour window); 503 when the service or Twilio is unavailable. A user who can see only some clients gets a 404 unless the message's conversation is on one of them.
