Makes a WhatsApp template in the practice's own Twilio account and submits it to Meta for approval; returns it as submitted (the list shows Meta's review as it goes). 400 with field errors when one of Meta's rules is broken (friendlyName, language, category, body, samples, samples.{n}) or Twilio refuses; 409 messaging_no_whatsapp_sender until the practice's own number is connected to WhatsApp, or when messaging is off or not set up; 503 when the service or Twilio is unavailable.
Requires: Admin on Messaging.
