Streams one of a message's attachments (index from 0, as the message lists its media) from the Messaging Service's copy, with its content type and length; the message's media entries carry this route as url once the copy exists. 404 until then, for an unknown message or index, and for a user who can see only some clients unless the message's conversation is on one of them. 409 when messaging is off or not set up; 503 when the service is unavailable.
