Counts conversations per effective triage status and assignee, one row per pair, for the
dashboard. Every conversation counts, open or done; a conversation from before triage was
switched on shows at the first active Done status. Scoped as triage-counts is: the caller's own
and everyone-shared mailboxes with triage on, narrowed by configCode (repeatable), over Inbox
conversations only.
Requires: ViewAll on Mailbox.
