Sets the practice's current rate for a task category or a service. With preserveHistory the current entry is closed the day before effectiveFrom and a new current entry begins; without it the current entry is corrected in place. Rates already stamped on logged time are not changed. Setting a cost rate requires the Cost Rates permission.
