A summary of a CIS Manager step's tax month as CIS Manager has it, read live for its task card: the month (the
step's own once under way, else the task's), the client's organisation, the return with its latest
submission (null when CIS Manager has none for the month) and the payments recorded in the month. 400 for
a step that is not a CIS Manager step, or a client with no CIS Manager organisation (with the reason).
Requires: ViewAll on Tasks.
