Staff complete a Collect CIS payments step the practice collects, once the team has entered the tax month's
payments in CIS Manager: the month's payments are read from CIS Manager and their count and totals recorded on
the step with the user as submitter, then the step completes and the next steps queue. noPayments declares there were
none, and is refused (400) when CIS Manager has payments for the month. Allowed for a step not started (its
dependencies met) or in progress; 400 for a step collected by the client, or one already finished.
