Link Client CIS Manager Organisation

Links the client to a CIS Manager organisation the signed-in user already has (one of its linkable organisations) instead of creating one, and returns where to open it. CIS Manager fills the organisation in from the client's details, and adds it to the practice when it was the user's own outside it. Repeating it for the same organisation returns it. 409 when the client is linked to another organisation, the practice is not connected, the client has not reached the Party Service, or CIS Manager refuses (the organisation is linked to another client or in another practice).
