Connects the practice to CIS Manager without creating any client organisation: its CIS Manager practice is provisioned on the first call, and the signed-in user joins it. The two CIS Manager email templates are imported from the library when the practice has no copy, and set in the CIS Manager settings where none is chosen. Repeating it is safe.
