Get Request Summary

Returns the outstanding count for each kind of item on the Requests page in one call:
steps ready to send, pending scheduled sends, forms awaiting a response, document
approvals pending, document requests open and submitted, and open confirmations.

Ready to Send is scoped to the calling user, matching that tab's own default.
A count the caller's role cannot read is null rather than zero.
