Registers the signed-in user's iPhone for push notifications in this tenant, or refreshes it. The phone app calls it for every tenant the user belongs to, at sign-in and whenever the platform gives it a new token. A token registered for someone else moves to this user: in this tenant, and, when the application identifies people across tenants, in every tenant.
