Get Acceptance Page URL

GET /engagements/accept/{guid}/portal-url

Resolves an engagement GUID to the client portal URL where the acceptance flow is hosted.

Exists so the retired /engagements/accept/{guid} page in the practice web app can redirect
links from proposal emails that were sent before the flow moved to the portal.
