Invoice Billing Line Items Now

POST /tenants/{tenant}/clients/{client}/billinglineitems/invoice

Invoices the selected line items now, together on one invoice dated invoiceDate. Pending lines are approved first. Refused, with nothing changed, when a line is invoiced, cancelled or already on a submission, or the client cannot be invoiced. A failed push comes back in the result, not as an error.
